Edward Flynn

Hello there!
I am Dr Edward P. Flynn.

I am the architect of a proposed new framework for the teaching, learning and assessment of additional languages, namely through cross-age teaching and replacing state exams with internationally accredited CEFR examinations.

I have over two decades of experience in language education in Ireland and the European Schools system. I have taught modern foreign languages at second level and university level and have served as the Director of an Accredited European School. I hold a PhD in Applied Linguistics and Intercultural Studies from Maynooth University, Ireland.

In my book, Cross-age Teaching and Plurilingualism: Realising the Barcelona Summit Agreement (2026), I set out the blueprint for a fundamental pedagogical shift. I propose that the Mother Tongue plus Two Additional Languages (MT+2) goal of the Barcelona Summit Agreement (2002) can be achieved by:

  • harmonising post-primary modern foreign language (MFL) classes in line with the Common European Framework of Reference for Languages (CEFR) through cross-age teaching;
  • replacing the current state second-level MFL exams with CEFR international exams; and
  • implementing Content and Language Integrated Learning (CLIL).

Thank you for visiting. Please check out the rest of the website where you will find more information on my research areas, my book and how we can work together to advance language education.
